September events CAR

September snapshot:

  • September 2- Russian President Medvedev approved a year-long deployment of 200 Russian military peacekeepers to support the UN mission in the CAR and Chad (MINURCAT)

UN/Security Council:

On September 19th, Victor da Silva Angelo, the Special Representative of the Secretary-General and head of the MINURCAT, told the Security Council that international presence after the European Union's force in Africa (EUFOR) is integral to developing any sort of security in the ever-volatile CAR/Chad region. The following week, the president of the CAR, Francois Bozize, requested a stronger UN peacekeeping presence in the country after EUFOR’s mandate expires.

The Security Council continues to monitor the conflict situations on the CAR.

August events CAR

August snapshot:

  • Report from UN refugee agency in Chad released August 17 states that more than 57,000 people from CAR seek shelter in Chad, kidnapping and rape is on the rise, and government powerless against rebel groups.
  • International round-table discussions took place in Sweden August 22-23 regarding improving support for the United Nations Mission in the Central African Republic and Chad ( MINURCAT)

August 13- In BONUCA press release, the Secretary-General's Special Representative to the CAR François Lonsény Fall expressed concern over continued conflict situations in CAR despite May ceasefire/peace accord.

August 21 - Voice of America report: group of Darfurian refugees in CAR living in a “village” outside of the town of Birao; humanitarians says villages are better than camps (more sense of “normalcy”) but still not ideal.

UN/Security Council:

The UN continued to express distress at the continuing conflict in CAR. For September, the Secretary General is expected to give a report on the UN's mission in the CAR and Chad (MINURCAT) on September 15 and the Council is expected to renew MINURCAT's mandate, which expires on September 25.

July events CAR

July snapshot:

  • The United Nations estimates that approximately 1 million people are affected by violence in the Central African Republic and the recent surge in banditry
  • According to a Security Council report:the northeast Central African Republic is for the moment at peace thanks to last month's peace deal

July 12- The Multinational Force Central African Republic (FOMU) was renamed the Mission for the Consolidation of Peace (MICOPAX). The peacekeeping mission will not only have combat troops but also have a civilian branch dedicated to inciting political dialogue in the Central African Republic.

July 18- 62 Albanian troops were sent to the CAR for a year to protect Darfurian refugees

UN/Security Council:

The Security Council is waiting on a response to its June request for advice on the situation in the Central African Republic. The Secretary General's September report on EUFOR in Chad and the Central African Republic is expected to include recommendations regarding the future of the UN Mission in the Central African Republic and Chad (MINURCAT) which expires September 25, 2008.

June events CAR

June snapshot:

  • 60,000 refugees in the Central African Republic
  • The rebel groups remain a viable problem, despite the ceasefire signed in May
  • Office for the Coordination of Human Affairs (OCHA) report: 1 million people affected by the violence in the CAR, 200,000 are displaced, and 108,000 are fleeing as refugees to surrounding countries

    July 2008 Projections

    June 11- United Nations Development Programme (UNDP): 1400 displaced people in the village of Kamba Kota following armed attacks on villages in northern CAR which killed approximately 40 people.

June 13- UN Peacebuilding Commission added the CAR as the fourth country on its agenda

June 25- Secretary-General Ban ki-Moon’s report to the Security Council declared that while current state of the CAR is very fragile, positive steps, such as the May 9 ceasefire and increased peace efforts, have been made and must be encouraged.

UN/Security Council:

The UN is attempting to take a more proactive position in dealing with the CAR, but its firmness in various decisions wavered throughout the month. On the Security Council’s trip to Africa early in the month, the deployment of the United Nations Mission in the central African Republic and Chad (MINURCAT) and the semi-annual report from the UN Peacebuilding Office in CAR (BONUCA) were discussed. While the Security Council quickly encouraged rigorous dialogue between Chad and the CAR, it decided to continue its “low key” approach on the BONUCA report. Yet, the Security Council still needs to make an official statement of active support for political reconciliation in the CAR and consider what resources would be necessary to further support BONUCA.

The Secretary-General’s report on MINURCAT is due early in July. Formal action is projected as not likely until later in the year.
