This paper summarizes the key outcomes of the past year and highlights the ongoing steps towards meeting the necessary peacekeeping reform agenda. It is part of a standing commitment of our two Departments to update Member States regularly on progress and prospects towards realizing the common goal of more efficient peacekeeping, adapted to the new complex realities we are facing.
Summary of the paper from Security Council Report's November Forecast:
In October 2010, "DPKO and DFS circulated an informal paper entitled 'Peacekeeping and Peacebuilidng: Clarifying the Nexus.' The aim of the paper was to clarify the priorities and sequencing of early peacebuilding tasks in the post-conflict peacekeeping context. The paper identified three primary roles of peacekeepers as early peacebuilders: articulating peacebuilding priorities; enabling the implementation of peacebuilding; and implementing early peacebuilding tasks."
This annual report reviews the implementation of the C-34's previous proposals and sets up new proposals to enhance the capacity of the United Nations to fulfill its peacekeeping responsibilities.
The report reviews the situation in the Democratic Republic of the Congo and the strategic review requested in paragraph 2 of the resolution 1906 (2009). The report covers developments since the report of 4 December 2009 and contains the findings and recommendations of an interdepartmental technical assessment mission that visited the Democratic Republic of the Congo to conduct the tasks set out in paragraph 2 of resolution 1906 (2009).
Abstract: The present report is on the progress made towards implementing the mandate of the African Union-United Nations Hybrid Operation in Darfur (UNAMID) across Darfur, as well as on the political process, on the security and humanitarian situation and on compliance by all parties with their international obligations. It covers the period from 1 November 2009 to 31 January 2010. The present report includes an assessment of the mission’s progress made against the benchmarks contained in the report to the Council of 16 November 2009. Consequently, in the light of a review of the deployment status of UNAMID, the present report is organized according to the issues listed under the four benchmark areas: the political process, the security situation, the rule of law, governance and human rights, and the humanitarian situation.
The present report is submitted pursuant to paragraph 11 of Security Council resolution 1590 (2005), in which the Council requested that it be kept regularly informed of progress in the implementation of the Comprehensive Peace Agreement in the Sudan. The report provides an assessment of the overall situation in the country since my previous report, dated 21 October 2009, as well as an update on the activities of the United Nations Mission in the Sudan (UNMIS) up to 31 December 2009.
Abstract: The Security Council, by its resolution 1880 (2009), extended the mandate of the United Nations Operation in Côte d’Ivoire (UNOCI) and the French Licorne force until 31 January 2010, and requested a report on the situation in Côte d’Ivoire and on the progress towards achieving the key benchmarks proposed in the report of 8 January 2009. The present report covers major developments since the report of 29 September 2009 until the end of December 2009. The benchmarks and indicators of progress are set out in annex I to the present report.
Excerpt: Since 1999, an increasing number of United Nations peacekeeping missions have been expressly mandated to protect civilians. However, they continue to struggle to turn that ambition into reality on the ground. The present report of the Security Council mission to Africa from 14 to 21 May 2009 has three sections, covering the Council’s visits to the African Union, Rwanda and the Democratic Republic of the Congo, and Liberia. Each section ends with specific recommendations to the Security Council, the parties involved and the international community. The present report follows the briefing to the Council by heads of the Security Council mission to Africa on 28 May 2009.
